Professions and Trades Typically Needed
School districts frequently require a wide range of services and products. The following professions and trades are commonly sought after:
- Construction and Renovation: General contractors, electricians, plumbers, HVAC specialists, painters, roofers, and flooring installers.
- Maintenance and Operations: Janitorial services, landscaping, pest control, and waste management.
- Technology: IT support, office equipment maintenance (copiers, printers, computers), network installation, software developers, and educational technology providers.
- Transportation: School bus providers, maintenance services, and fuel suppliers.
- Food Services: Catering companies, cafeteria management, and food suppliers.
- Educational Materials and Supplies: Textbook publishers, stationery suppliers, and educational software vendors.
- Professional Services: Consulting services, financial auditors, legal advisors, and training providers.
Bidding Process
- Request for Proposal (RFP): School districts issue RFPs outlining their needs and requirements. These documents include project specifications, deadlines, and evaluation criteria.
- Submission of Bids: Vendors submit their bids within the stipulated timeframe. Bids should be comprehensive, detailing how the vendor will meet the requirements, the cost, and the timeline.

Insurance Requirements
Vendors and contractors must typically have the following insurance coverages:

- Workers’ Compensation Insurance: Required if the vendor has employees, covering workplace injuries.
- Automobile Liability Insurance: For companies using vehicles as part of their services.
- Professional Liability Insurance (Errors and Omissions): For professional service providers to cover claims of negligence or inadequate work.
- Sexual Abuse and Molestation Insurance (SAM): Should your services require interaction with kids (including virtual interactions, such as over video conferencing software) or entrance to school premises, SAM insurance will be a non-negotiable requirement. Usually, SAM is the most expensive insurance to get.
- Umbrella Insurance: Additional coverage beyond standard policies may be required for high-value contracts.
Payments
- Invoicing: Usually, vendors should submit detailed invoices as per the contract terms, monthly or upon project milestones.
- Payment Terms: Typically, school districts follow Net 30 or Net 60 payment terms, meaning payment is made within 30 or 60 days of invoice receipt.
- Progress Payments: For larger projects, payments may be made in stages based on project completion milestones.
- Retention: A portion of the payment (usually 5-10%) may be retained until the completion of the project to ensure all contractual obligations are met.

- Compliance: Vendors must comply with all local, state, and federal regulations, including labor laws, safety standards, and environmental regulations.
- Background Checks: School districts often require background checks for any personnel who will be working on school premises.
- Bonding: For significant construction projects, performance bonds and payment bonds may be required to protect the district against contractor default.
- Diversity and Inclusion: Many school districts have policies to encourage participation from minority-owned, women-owned, and disadvantaged business enterprises (MWDBEs).
- Renewals and Extensions: Contracts may have options for renewal or extension, depending on performance and future needs.
